The Ministry of Economic Development of Russia has supported the initiative of Kaluga Region to create a third site of Kaluga SEZ in Babyninsky district.Kaluga Special Economic Zone was created by the Government of the Russian Federation in 2012. It involves two sites located in different parts of the region — Ludinovsky and Borovsky districts. The total area is 994.2 hectares.
Today, Kaluga SEZ is included in the list of the most efficient industrial sites in Russia. 28 companies with a total investment volume of more than 98 billion rubles are implementing their projects in the SEZ. More than 3.5 thousand jobs have been created at already operating enterprises. Currently, both sites are actually 95% full.

At the same time, placement in the SEZ remains one of the most highly-demanded offers for investors. State support allows residents to reduce the costs associated with the launch of production by almost 30%. Therefore, in February 2023, the government of Kaluga Region applied for the expansion of Kaluga SEZ with land plots in Babyninsky district.
"We are grateful to the Ministry of Economic Development of the Russian Federation for supporting the initiative of our region’s government to expand Kaluga SEZ. I am sure that in case of a positive decision on the creation of a third SEZ site, the pharmaceutical industry in the region will receive an additional impetus to development. This is a fundamentally important direction for Kaluga Region. Over 10 years, the production volumes at the enterprises of our pharmaceutical cluster have increased 14 times.

The expansion of the SEZ will allow localizing three more pharmaceutical plants in Babyninsky district at once with an investment volume of 17.3 billion rubles and the creation of more than 2 thousand jobs. The key investor will be the company "Pharmasintez-Kaluga".
By the end of 2033, the cumulative additional amount of tax deductions to the budgets of all levels of the budget system of the Russian Federation related to the increase of Kaluga SEZ area should reach more than 5.5 billion rubles on an incremental basis," said Vladimir Popov, Deputy Governor of Kaluga Region.

For reference:
In July of this year,  Kaluga SEZ topped the rating of the Ministry of Economic Development of the Russian Federation in terms of investments in 2022 — 36.3 billion rubles. The site is also among two industrial production zones in the country that have shown 100% efficiency.
